No. We define scope together. Some organisations hand over only regression testing or only performance testing; others hand over the entire operation.
Managed services do not have to replace the existing team. In most organisations the team is freed from repeated execution and turns to exploratory testing, risk analysis and quality decisions on the product side. We define the split in scope together at the start of the engagement.
